In this article, AMCL dives into Northumbrian Water Group&#8217;s (NWG) asset management transformation journey, detailing the collaboration between AMCL and Copperleaf<sup>\u00ae<\/sup> to implement <strong>Copperleaf Portfolio<\/strong>\u2122 and embed value-based decision making across the business. Specifically, NWG wanted to accelerate its use of the solution to re-optimise its in-flight AMP7 business plan in parallel to the core Copperleaf implementation project. <\/em><\/p>\n<hr \/>\n<p><a href=\"https:\/\/www.nwg.co.uk\/\" target=\"_blank\" rel=\"noopener\">Northumbrian Water Group (NWG)<\/a> is one of the largest regulated water and wastewater services companies in the UK, serving 4.4 million customers in the North East of England <em>(water and wastewater)<\/em>\u00a0and the East of England\u00a0<em>(water supply service only).<\/em><\/p>\n<p>NWG employs just under\u00a03,000\u00a0people and operates:<\/p>\n<ul>\n<li>50\u00a0water treatment works<\/li>\n<li>385\u00a0water pumping stations<\/li>\n<li>304\u00a0water service reservoirs<\/li>\n<li>36\u00a0reservoirs<\/li>\n<li>26,366\u00a0km\u00a0water mains<\/li>\n<li>412\u00a0sewage treatment works<\/li>\n<li>966\u00a0sewage pumping stations<\/li>\n<li>30,180\u00a0km sewers<\/li>\n<\/ul>\n<p>NWG supplies 1.1B litres of clean water every day and the company is overseen by the regulatory body Ofwat, the economic regulator of the water sector in England and Wales.<\/p>\n<h4>Client Challenge<\/h4>\n<p>In late 2021, similar to many other UK regulated water companies, NWG was facing a capital investment funding shortfall. The total value of the potential investments needed to meet regulatory performance targets on service and resilience exceeded the funding that was available within the five-year AMP7 regulatory period (2020-2025). NWG needed a way to quickly establish which capital projects to invest in to deliver maximum benefits and deliver on the companies\u2019 priorities and regulatory commitments but within the envelope of the funding level available. NWG also needed to understand the overall impact of not making investments due to the funding constraints. \u200b\u200b<\/p>\n<p>A data-driven approach to solving the problem was needed, however, NWG\u2019s existing processes, IT systems, and data were not able to fully support such an approach and external support was sought from AMCL.<\/p>\n<h4>Scope of Work<\/h4>\n<p>NWG had independently procured an asset investment planning software product from an established solution vendor \u2013 Copperleaf \u2013 to replace the myriad of spreadsheets and other data sources it was using. The new software was targeted for use to develop the investment plan for the forthcoming AMP8 regulatory period (2025-2030).<\/p>\n<p>However, there remained three years left within the current AMP7 period and so NWG sought support from its long-term partner, AMCL, in the role of an independent \u2018Business Integrator\u2019 to work closely with Copperleaf and NWG\u2019s investment planning teams to accelerate the development of a near-term investment plan for the remaining three years of the current regulatory period. Achieving this would deliver both in-AMP7 benefits and put NWG on the best possible footing going into the forthcoming AMP8 regulatory period.<\/p>\n<h4>Solution<\/h4>\n<p>In its role as \u2018Business Integrator\u2019 AMCL developed a twelve-step Agile-based, iterative approach with specific timescales assigned to each stage in the process. The initial stages focused on obtaining and cleansing NWG\u2019s existing investment data, infilling any data gaps, and loading the data into <strong>Copperleaf Portfolio<\/strong>.<\/p>\n<p>Initial analysis showed that only 7% of the data in the legacy systems was immediately suitable for use by the new system and so this became a critical activity. Once the legacy investment data was improved, it was then translated into a structure that could be used effectively and aligned with NWG\u2019s strategic objectives, which had been codified in the form of a decision-making value framework in the Copperleaf solution.<\/p>\n<p>A set of twelve investment optimisation business scenarios were developed in consultation with NWG\u2019s Executive Leadership Team, each scenario with different regulatory performance targets and funding constraints. When the investment portfolio optimisation runs were performed by AMCL in the Copperleaf system, NWG were able to choose from a wide range of scenario-based investment plans\u2014each with projected service levels and costs.<\/p>\n<h4>Key Outcomes &amp; Benefits Delivered<\/h4>\n<p>Within a matter of weeks, AMCL had:<\/p>\n<ul>\n<li>\u200b\u200b\u200b\u200bAnalysed, improved, and quality assured 2,664 lines of investment data for 369 individual water and wastewater capital schemes, and successfully loaded the data into the Copperleaf system.<\/li>\n<li>Developed a range of output-based investment optimisation scenarios with varying performance targets and funding constraints,\u200b and performed 104 separate investment portfolio optimisation runs.<\/li>\n<li>Produced a range of alternative, more affordable investment plans with similar or improved levels of AMP7 performance as NWG\u2019s existing investment plans, but at a significantly reduced cost in comparison to the previous spreadsheet-based investment plans.<\/li>\n<\/ul>\n<blockquote class=\"blockquote testimonial\">\n<p class=\"testimonial--quote\">The business required expertise from AMCL to support our tactical planning teams in optimising the remaining AMP7 delivery plan and enhancing our capability in using the Copperleaf software.
